Performance Evaluation of WFP Livelihood in Turkey

As a holder of World Food Programme (WFP) global long term agreement for decentralized evaluations, i-APS was contracted by WFP Turkey to conduct a final evaluation of the WFP-implemented livelihood activities in Turkey. 

WFP Turkey introduced livelihood interventions in 2019 by piloting a cash-for-training programme (MUV) and a “Kitchen of Hope” (Mutfakta Umut Var) programme within two cities. 

These programmes mainly focused on the hospitality and food service sector. The lessons learned from the pilot shaped a scaled-up implementation of the MUV in 2020 within nine provinces. Livelihood interventions have also expanded to the Information Communication Technologies (ICT) sector with the pilot PACT (Empowerment for Action) programme in Istanbul (September 2020). 

Starting in August 2021, WFP Turkey has expanded the scope of its livelihood projects under the umbrella Socio-economic Empowerment and Sustainability (SES) project by targeting new sectors, which cover over 16 cities. WFP Turkey continues its livelihood activities under the Interim Country Strategic Plan (ICSP).

The main objective of this evaluation was to assess the performance of these programs and gather lessons learned. Additionally, i-APS was charged with providing technical support to the Turkish Government and its partners to assist refugees and vulnerable populations in equitably accessing labor market opportunities.

Project activities are grouped in three pillars: i) skills development for employment, ii) institutional strengthening, and iii) public private partnership.

i-APS implemented WFP’s decentralized evaluation of livelihood activities in Turkey from July 2020 to February 2022 with the goal of gathering lessons learned from implementation of these activities. 

i-APS designed and implemented a mixed-methods appraoch, including condcuting 34 KIIs, 13 FGDs and 629 surveys in all regions of Turkey.
