Herman Willems, MD, MSc Global Health Technical Lead Specialist

Herman Willems is a seasoned public health physician and global health consultant with over 30 years of experience driving health systems strengthening and public health program implementation. As the Global Health Lead at i-APS, Herman is responsible for the technical design and delivery of global health initiatives, ensuring rigorous quality assurance and the continuous improvement of organizational processes. He plays a pivotal role in team development and client coordination, bridging the gap between high-level program development and evidence-based field execution.


Herman’s career spans more than 20 countries across Africa, Asia, Latin America, and the Middle East. He began his journey providing frontline care in conflict and humanitarian settings with Humanitarian Organizations in Lebanon, Afghanistan, Senegal, and Mozambique. His leadership experience includes serving as a Hospital Director for a 270-bed facility in Malawi—a role held while seconded by the Netherlands Ministry of Foreign Affairs—where he managed complex public health programs and clinical operations.


Prior to joining i-APS, Herman spent over two decades as a Senior Technical Advisor at JSI Research and Training Institute. During this tenure, he became a recognized expert in quality improvement, monitoring and evaluation (M&E), and the delivery of RMNCAH and HIV/TB services.


A medical doctor trained at KU Leuven with an MSc in Public Health from the London School of Hygiene and Tropical Medicine, Herman brings a rare combination of clinical authority and health systems management expertise. He is dedicated to building organizational capacity and leading multidisciplinary teams to deliver impactful results in the world’s most resource-constrained environments.
